Managers, Coaches, Administrators & Parents,

This weekend's 1st to 3rd Softball Events - "PGF Nationals Spotlight" Tournament Schedule has been finalized & released. Please make sure you check for changes.

We are pleased to announce that we have selected the best Sports Complex partners who have worked diligently to get the fields in safe playing condition for this weekend's event. A big thank you to Rainbow and Mistlin Sports Complexes.

Please keep in mind that there will inevitably be muddy and wet areas in spectator areas, foul territories and in some cases the outfield. Additionally all facilities are sold out. It will be Cold in the mornings and at night! Please plan accordingly.

The 18U Division will compete in Modesto @ Rainbow Sports Complex & in Ripon @ Mistlin Sports Complex (both days).
The 16U Division will compete in Ripon @ Mistlin Sports Complex both days.
The 14U Division will compete in Modesto @ Rainbow Sports Complex both days. POOL D in the 14U Division will compete in Modesto @ Central Catholic High School/St. Stanislaus Church Saturday.
The 12U & 10U Divisions will compete in Modesto @ Rainbow Sports Complex both days.
Line up Cards - Will be turned in for ALL Pool Play & Bracket Games!!!
Duplicate Numbers - Duplicate Numbers will not be allowed in Pool or Bracket Play! No Exceptions!
Registration - All teams must be registered for the 2022/2023 PGF season.
All coaches must be background checked for the 2022/2023 PGF season.
Insurance - All teams must have insurance!!!

Bomb Squad - Any player that hits a home run (over the fence) will be awarded a custom 1st to 3rd Bomb Squad Tshirt & will be posted on our social media sites.
Protests - The Plate and Base Umpires decisions will be final! No exceptions!

Insurance - Please keep a copy of your insurance certificate on you at all times when playing in 1st to 3rd Softball Events.

2023 Spring/Summer Schedule - The Spring/Summer schedule is posted and these events are filling fast. Teams are encouraged to register for tournaments to secure themselves a spot.

As always all of our facilities will have 2-3 PGF certified Umpires per game and the best field maintenance, prize packages, raffles and competition around!

TOURNAMENT & FACILITY RULES:
All 1st to 3rd Softball Facilities are NO Smoking complexes on youth days. You may only smoke in the parking lot on youth days.
Rainbow & Mistlin Sports Complexes will have traditional snack bars operating.
Central Catholic HS does not have a snack bar. Outside food and drinks (no alcohol) are allowed. Please clean up after yourself!
NO OUTSIDE ICE CHESTS OF ANY KIND, food, cans or glass bottles allowed in Rainbow & Mistlin Sports Complexes! You are free to enjoy your ice chest in the parking lots.
Teams are allowed three free coaches & one team ice chest - sign in at the front gate.
No boomboxes, pets, skates, skate boards, scooters, laser pointers or remote controlled toys of any kind!
Unsportsman-like conduct will not be tolerated! This includes everyone! Mangers, Coaches, Spectators & Umpires!
Anyone using abusive language or behavior will be ejected from the park! A repeat offense could lead to a suspension from 1st to 3rd Softball Events Inc. & Premier Girls Fastpitch Inc. including forfeiture of National Championships berths.
Parking! Please refrain from parking in employee/staff parking spaces! It is HIGHLY probable you WILL BE towed!
Mistlin Fields Rules

1. The Concession Stand is OPEN. NO OUTSIDE FOOD OR DRINK. (Water is allowed for all) No individual coolers, no carry-ins. Teams can have 1 team cooler with water and ice.

2. No pets allowed

3. NO SEEDS or shells allowed -Strictly Enforced and violators will be ejected.

4. No bikes, skateboards, or anything like it allowed

5. No Metal Cleats allowed at Mistlin Fields. This is for all ages, for all players on all fields! No Metal Cleats Allowed.

6. No smoking

7. No vandalizing the facilities, turf, or plants and trees

8. No overnight RVs.
9. No drinks, food, gum, seeds, metal spikes, chewing, or spitting on the Artificial Turf Fields. All Fields are now Artificial Turfed at Mistlin. Just water allowed in the dugout.

10. No damaging the turf in any way.

11. No digging holes in outfield grass.
12. No propane heaters or any flames allowed within the sports park grounds, includes cooking over a flame.
13. No Go Pros or cameras attached to the backstop netting, it wears the netting down.

Senior, Military, Youth (6-18 Years Old)- $6.00

Children 5 & under Free

All players in Uniform are free.

3 Coaches max. per team: Free (only three coaches per team- MUST SIGN IN)

Mistlin Sports Complex

Adults 13-64 years old $8
Youth 6 to 12 years old $4

Seniors over 65 $4

Children 5 and under are free

****** IMPORTANT NOTE - The 18U Sunday Bracket will start in Modesto @ Rainbow and conclude in Ripon @ Mistlin. 18U teams that advance to the Mistlin element of the bracket WILL BE charged an additional/separate gate fee as Rainbow & Mistlin are independently owned and operated. We apologize for this however it was the only way to get the tournament scheduled. Keep in mind we are the only Tournament being hosted this weekend as no other Sports Complexes were prepared or capable of getting the fields ready.

All Sports Complexes will open 75 Minutes prior to the 1st game each day!


Please communicate this to your coaches, fans, parents, players & families. Plan accordingly!

No warm ups on fields before or in between games! Warm up before your games "offline"
Please hustle - there will be only enough time for dugout exchange, coin flip and field prep between each game!
Team listed first has 3rd base dugout (Unless otherwise occupied).
Home team which is determined by coin flip will be the official scorekeeper in all tournament games (including bracket play & Championship)!
The Team listed 1st is awarded the 3rd Base dugout unless already occupied.
Pre-game conference and coin flip between managers and umpires will take place 5 minutes prior to the start of the game.
No organized infield practice before games.. Teams may warm up beyond the baselines or in foul territory while infield is being prepared. No live batting is allowed inside the complex at any time. Do not hit balls of any kind into fences. Batting nets are allowed.
ALWAYS check the schedule for last minute time, field, opponent or location changes! This is the Managers responsibility!
All tournament games will be played via the NFHS/PGF rule book
Pool Play games will be 80 minutes/ No New Inning this weekend.
The D POOL @ Central Catholic High School in the 14U Division & the 10U Division Pool Play Games will be 75 minutes/ No New Inning this weekend due to those fields not having lights.
Pool Play Line up must include a minimum of 9 batters and substitutions including courtesy runners will be unlimited in Pool Play only.
Single Elimination Bracket games will be 80 minutes, No new inning & played by the NFHS rule book. Line Ups will be 9 batters. Teams can use a Flex/DP. Courtesy runners for Pitcher/Catcher must come from the bench. A coin toss will be used to determine the home team in ALL bracket games!
Time begins after the pre-game conference. Time limit could change in case of tournament interruptions. All teams should be prepared to start their game 30 minutes early. In case of time constraints, certain game times can be reduced when the tournament is behind schedule.
Run Rule = 12 Runs after 3 innings, 10 runs after 4 innings or 8 runs after 5 innings.
Team Manager/Head Coach may consult with umpires ONLY! Assistant Coaches, players and spectators are to keep out of the discussion!
Championship Games will be 7 Innings, 90 minutes or run rule (whichever happens 1st).
The 18u, 16U & 14U Divisions Championship games will be officiated by 3 officials this weekend.
The following procedure will be used to determine seeding after pool play: - If teams are tied with the same record in a division, head-to-head may or may not be used to break ties. Once a level of tie-breaker is used, we WILL NOT revert back to any steps of the tie-breaking procedure. We will continue on down the list until all ties are broken.

POOL PLAY SEEDINGS
1. Most wins
2. Head-to-head Games (In the event of a 3-way tie we defer to runs allowed)
3. Runs allowed
4. Runs scored per game
5. Runs Differential
6. Coin Flip

In case of weather shortened tournaments, pool play games can be deemed official after the 2 ½ innings of play (with home team winning) or 45 minutes elapsed game time. This policy will only be used through pool play. In addition, if games are cancelled due to weather, there may be an adjustment in application of the tie breaking procedures.

2 PGF Certified (Background Checked) Umpires Per Game. 3 during Championship Games with 10 or more teams!

PGF Game Balls will be provided.

Special Reminders:
Pets are not allowed on a leash, in cages, in baskets or in laps. If you know someone that usually travels with their dog, PLEASE, for the safety of their pet and their own piece of mind, tell them about this policy in advance.
Lock your vehicles. Do not leave valuables in sight.
Although we try to observe our parking lots frequently, it is not secure. Please report any suspicious activity to the site director, gate staff and/or office.
